 a refereed electronic journal intended for a broad audience of persons
 interested in leadership in learning especially members of government
 education departments, school boards, school councils, faculties of
 education, parent organizations, and school staffs.  IEJLL promotes the
 study and discussion of substantive leadership issues that are of current
 concern in educational communities.  Preference is given to articles,
