Education, as a central institution in modern societies,
has contributed much to human welfare. These
contributions include intellectual, social and economic
development as well as the enlargement of knowledge and
an increased understanding of culture. Greater
educational effectiveness and productivity can contribute
even more to the advancement of nations. Research is one
means by which educational effectiveness and productivity
can be studied and ultimately improved. Educators, policy
makers, and researchers in every country can benefit from
the most significant investigations conducted in a
variety of countries throughout the world. The purpose of
this journal is to make such investigations more widely
available.

Issued eight times per year, each issue consists of a
research monograph on a single topic or an edited,
thematic collection of closely related papers. Each issue
will contain a maximum of 45,000 words, with a range of
42,500 to 45,000 a reasonable target for contributors.
