I-Ways Digest of Electronic Commerce Policy and Regulation is dedicated to
publishing facts and analysis on strategic developments and opinions of
leading commentators on economic, policy, regulation and applications of
electronic business over the Internet and other communications networks.
The increasing convergence of computers, communications and technologies
(ICT) is central to issues treated by I-Ways. It focuses on aspects of
electronic commerce (E-Commerce) relevant to both developed and developing
country governments and private sector, and interaction between sectors.
With the rapid expansion of wireless communications, I-Ways regularly
reports on Mobile Commerce, as technologies are upgraded and the number of
mobile customers grows beyond one billion.
I-Ways captures major international activities sponsored by organizations
such as the World Trade Organization, European Union, International
Telecommunication Union, World International Property Organization and
Organization for Economic Cooperation and Development as well as national
information infrastructure initiatives of governments in all regions. China
and Vietnam have been featured recently. New and challenging projects such
as the World Summit for the Information Society (WSIS) that will set policy
directions for promoting and regulating ICT in the coming year, with a major
conference scheduled in December 2003 and in Tunis during 2005.
The central issues identified by the European Union, Japan and the United
States as critical to the advancement of E-Commerce are regularly featured.
These are:
- the main principles, in particular the role of government regulatory and
fiscal powers and the necessity of private entrepreneurs to install and
operate E-Commerce capabilities;
- customs and taxation of electronic border transactions, as regards
products and services delivered across the Internet and other networks;
- electronic payment system and use of "cybercash" as widespread practices,
raising such issues as validation through digital signatures;
- intellectual property protection essential for development of electronic
trade;
- patents and trademarks recognized by uniform international standards and
protected by appropriate infringement of rights;
- security and encryption policies guaranteeing the free movement of
encryption technologies and products while safeguarding public security
concerns;
- personal information privacy must be ensured both by codes of practice
governing the collection, use and dissemination of name-linked data, as well
as security provisions guaranteeing confidentiality; and
- telecom infrastructure that is accessible at affordable prices, as well
as an overall regulatory environment that encourages innovation and new
applications.
The primary purpose of I-Ways is to provide subscribers with a broad scope
of current information and analysis, as well as book reviews and
international calendar of events.
