The International Journal on Advances in ICT for Emerging Regions (ICTer)
will promote research findings in all aspects of Computer Science,
Information Technology and Information Systems which would have a
significant impact on sustainable development and socio-technological
advancement in the emerging regions of the world. For example, these can be
in innovative approaches to providing access to the Internet, support for
local languages and search techniques, applications for emerging regions in
areas of eHealth, eLearning, eGovernment etc.

In addition, this journal will also encourage the publication of ICT related
technical research work conducted in the emerging regions, contributing to
the advancement of the knowledge horizon. The emphasis will be on the
publication of papers based on original research work, but will also be open
to, case studies and extended versions of peer reviewed conference papers.
